Implementation of China Emission Control Area (ECA) Surcharge – Effective 12/12/18

Hamburg Sud have advised us of a new Emission Control Area (ECA) Surcharge effective from 12/12/18.

 

The Maritime Safety Administration (MSA) of Shanghai and of Zhejiang Province have announced in August to bring forward the expansion of the low sulphur Emission Control Area for vessels navigating in Shanghai, Ningbo, and Yangtze River. The original effective date of 1 January 2019 has now been revised and implemented as from 1 October 2018. This regulation will assist the industry to reduce emissions from shipping and contribute toward the global reduction in greenhouse gases.

 

Additional Emission Control Areas will be expanded in the Bohai Sea Area and Pearl River Delta, as of the 1 January 2019.

 

The ECA surcharge for all imports and exports handled at the ports of Shanghai and Ningbo will be:

 

USD 10 per 20’ Container

USD 20 per 40’ standard and high cube container

 

The surcharge will apply for all shipments effective from 12 December 2018, and will apply in addition to ECA Fees applicable for shipments to European and North American Emission Control Areas.
